Accommodations in the Harrisburg area tend give more for the money than in many other locations. As one moves east from Harrisburg prices for equivalent quality tend to rise (and drop as one goes west). In the Harrisburg area, best values might be achievable in the Carlisle area and least achievable in the Hershey area. Costs also rise toward Baltimore (to the south) and drop as you go north toward Sunbury and Williamsport.
